The shelf under the glovebox i keep finding full of water after its rained, i know a sud should be garaged but any ideas ? I've checked the engine bay is it possible it could come from the windscreen somehow?

Windscreen, I put silicon between the glass and the rubber on mine in the 90's it almost stopped it all, but I think its due to the fact that the ugly rust bug has made new holes around the proper drainage track.

Yes I agree, sounds like windscreen surround / seal is leaking, a common problem...
You could do as Harvey says or for a more permanent fix take the screen out and refit it with a new seal, but most probably it will be down to corrosion of the screen surround, once water gets in the top and runs down the pillars inside then the bottom of the screen surround will probably be rusted through, some water will make it into the car, some into the firewall and some into the 'A' posts all causing havoc
