Initial Settings for Weber 40 IDF?

Hi Folks,
I have recently rebuilt the carbys on my Sud and my question is what is the considered opinion of everybody on initial idle screw settings for Weber 40 IDF's on a late model 1.5 liter hydraulic lifter engine (engine code 30734)?
The literature I have been reading says to start with 1.5 to 2 turns out from closed then adjust slightly from there, but I haven't had much luck getting the engine to idle with those settings. Before I damage anything I was wondering what the "real world" settings should be?
Other literature (the Haynes Alfasud book) says that if the idle screws on the carbys require more then 1.5 to 2 turns out from closed then an increase in the idle jets size is recommended.
