Thanks.
My problem is that some bolts are bottoming out even though the drilling is plenty deep enough. I assume they just haven't tapped far enough.
Worst case I'll take a mm of each bolt.

Just spent another he trying to figure out what is going on.
Still not sure.
I am speculating that they have done the starting tap in all holes but not in others.
I am literally going through the bolts one by one and trying to find a match.
It's on all the bolts I have so pretty sure it's to do with this crank.
